Greg Scandlen has been in health policy for over 25 years, including many years in the Blue Cross Blue Shield system, and founder and CEO of the Council for Affordable Health Insurance. Mr. Scandlen has also worked as a senior scholar in health policy at several national think tanks. He is an excellent writer and public speaker, giving three dozen speeches a year on topics such as Consumer Driven Health Care, the History of Health Insurance Regulation, and Health Care Reform generally. Presentations can range from 20 minutes to 2 hours. He is also pleased to participate in debates or point/counterpoint discussions.
Mike Whitney
Mike Whitney has been giving dozens of speeches a year on Health Savings Accounts, often for continuing education credits for brokers and agents. He brings hands-on experience to the topic, and the perspective of many years as a third-party administrator. Mr. Whitney provides a mathematical analysis to illustrate the savings and incentives potential of an HSA/HDHP package, and stresses a "full service" approach that makes the package more user friendly. His presentations are flexible and can run from 1 to 2 hours depending on the needs of the group.

Cora Tellez has over 25 years experience in the managed care industry. She recently founded Sterling HSA which administers health savings accounts. She served as President and CEO of Health Net of California from 1998 to 2002, and was responsible for health plan operations in California, Oregon, Arizona, Connecticut, New Jersey, New York and Pennsylvania serving more than 3.6 million members with revenues of $8 billion.

Dr. Blandford's career has been in earth sciences, particularly seismology;
and his wife's career has been largely in health care management. In the
early 90's he heard of the dysfunctional health care financing
system that his wife had to deal with. Seeing nothing on the political
horizon that seemed likely to resolve these problems, he decided to see if
he could design a national health care financing system from scratch.
The resulting approach was appealing enough that he was invited to give a
talk at a conference on Affordable Health Care in Singapore. The latest

Dr. Robert Hamilton has been explaining the benefits of Medical Savings Accounts, Health Savings Accounts and Consumer Driven Health Care since 1992. He has given dozens of speeches on these subjects to medical staffs, medical societies, service clubs, and other organizations, as well as radio interviews. He is the author of dozens of publications on HSAs, including letters to the editor and op-ed pieces. Dr. Hamilton is a retired general and vascular surgeon. He is currently a delegate to the Illinois State Medical Society, and was a member of the ISMS Board of Trustees from 1993 - 1999. In this capacity he has been directly involved with the development of resolutions to the House of Delegates of the ISMS, which determines ISMS policy and helps to determine American Medical Association policy.
Medical malpractice tort reform is another area of Dr. Hamilton's expertise, occupying much of his time for over 30 years. As President of the Madison County Medical Society in 2002 and 2003, he participated with others in the formulation and promotion of newly passed malpractice tort reform legislation in Illinois.
Dr. Hamilton is also the President of the Health Savings Account Educational Initiative, an Illinois not-for-profit 501c3 Corporation. The organization's purpose is to establish a coast-to-coast series of call-in radio talk shows to discuss CDHC.
Edward Dee Hinds
Dee Hinds expertise is in HSAs, especially as an employee benefits broker. He has helped dozens of small businesses start HSA programs and has seen first-hand how HSAs work to control costs. Mr. Hinds says that the High Deductible Health Plan that qualifies a person to have an HSA "is a truly superior product when a major claim strikes." "We have had clients who have had heart problems, terminal cancer, broken neck with resulting quadriplegia, Guillen-Barre and a host of other severe ailments. The HDHP with HSA has functioned superbly in all of these instances." He has recently published an article on HSAs in the Journal of Financial Planning.

Tom Schmidt has been a consumer advocate for over 25 years. He actively maintains a Doctorate Degree in Chiropractic and a license in Health Insurance. He is a pioneer and leader in Consumer Driven Health Plans (CDHP's) beginning with his decision to terminate all of his managed care network contracts in the mid-1980's to focus solely on treating patients with their best clinical interests in mind. Dr. Schmidt practiced 17 out of his 20 years "out of network." He is the health insurance agent of record to design and sell the first group HSA plan in the United States. He has been in the CDHP third party administration business since 1995.
Dr. Schmidt speaks from experience with passion to various groups including: brokers, benefit consultants, accountants, doctors, employers, legislators and customers on health care finance reform using Consumer Driven Health Plans (CDHP's) as the vehicle. He brings into his discussions objective mathematical models to illustrate how CDHP's are a "win-win" for both the employer and their employees.

Dick Warner specializes in the practice of adult psychiatry in the metropolitan Kansas City area. He is the current president-elect of the Kansas Medical Society. In 1998, while president of the Johnson County Medical Society, Dr. Warner founded the One By One Project, a grassroots organization of physicians, hospitals, business leaders, and consumers, dedicated to improving the market for individually owned health insurance and medical savings accounts. Dr. Warner has spoken in many venues on the subject of encouraging individual responsibility in health care. He also speaks on the prospects for reducing the dominance of third party payers and the preservation of the patient-physician relationship. Dick Matthews has been selling group insurance to small employers (fewer than 100 lives) for over 30 years. He and his team specialize in Defined Contribution plans and they have been designing and installing these full choice "cafeteria" plans since 1986. They are true experts in this area.
This background has allowed for Dick and his firm to be in the forefront of the consumer driven health care movement. The entire strategy and implementation of employee empowerment and engagement is something that Dick and his team have worked on exclusively for almost 20 years.
Dick is trained as a teacher and is a very competent and articulate public speaker. He is a Certified Employee Benefit Specialist (The Wharton School, University of Pennsylvania) and also has the Chartered Benefit Consultant designation (awarded to those who have completed an extended C.E. course for consumer driven health care).

Eric Remjeske
Eric has conducted many training courses and speeches this past few years on Health Savings Accounts, to agents, customer service reps and Fortune 100 companies. He brings real life HSA insight and many years of retirement plan experience to the participants. Mr. Remjeske is a partner and co-founder of Devenir which is a national provider of HSA Investment platforms partnered with the top two HSA providers in the country, his knowledge of HSA market trends and statistics is second to none. Prior to co-founding Devenir, Eric served as a Vice President with RBC Dain Rauscher for 10 years.
Timothy Pitcher
Education: Mr. Pitcher graduated from
Xavier University in Cincinnati, OH in 1983 with a Bachelor

Insurance Background: Mr. Pitcher obtained
his Series 6 license and Life, Health and Variable Annuity
license in 1993. He has worked as an account executive with
Riscorp Health Plans, United Healthcare and AvMed Health
Plans. During that time he enrolled over 3500 subscribers
and over $10 million in annualized premium. He has been
the sales manager of Insurance and Benefits Consultants,
a Blue Cross Blue Shield of Florida general agency and agency
development manager with MGA Financial Services.
Insurance Industry Involvement: Mr. Pitcher
is a member of the National Association of Health Underwriters,
a member of the National Association of Insurance and Financial
Advisors and a member of the Association of Health Insurance
Advisors (AHIA). He is the current State AHIA Chair Person
for the Florida Association of Health Insurance Advisors.
He is the past president and served four terms as legislative
chairperson for his local chapter of health underwriters.
Mr. Pitcher has lobbied in Tallahassee and in Washington,
DC on behalf of consumers, insurance brokers and business
owners. He has been featured as a speaker for a local cable
channel and is a frequent speaker on group and individual
medical insurance. In August 2004, Mr. Pitcher was appointed
by Governor Bush to the Board of Directors of the Florida
Health Insurance Plan.

Don is currently CEO and founder of Corporate Benefits Consulting, LLC an employee benefits consulting and brokerage firm located in Overland Park, KS. He is a strong advocate for consumer driven health care and has been involved in the insurance brokerage business since 1980. During his insurance career he has led the US benefits practices for three top 20 national brokerage companies as ranked by Business Insurance.
Don is active in industry activities having served a 10-year term on the National Board of Directors of IIAA (Independent Insurance Agents of America). Don continues as the long serving Chairman of the IIAA Health Care Task Force in Washington D.C. to advise the national board and provide technical expertise regarding health care legislation and policy. He also serves IIAA as their Government Affairs Committee Health Care Liaison. In addition, Don was one of the initial Board Members in establishing the benefits leadership of the Council of Agents and Brokers.

Robert Hopper, Ph.D. owns an insurance agency that specializes in helping businesses and individuals transition from traditional health plans to consumer driven health care plans.
He is an author of an upcoming continuing education book titled The HSA Strategy: The Future of Health Insurance in America, which will be published in the fall of 2005, by A.D. Banker, LLC, a large publishing company specializing in continuing education courses for insurance agents. The book will offer CE credits of insurance agents, CPAs and human resource professionals. The book makes the case that all Americans should have an HDHP coupled with an HSA, and shows how it will evolve into the free enterprise approach to national health care.

Sally C. Pipes
Sally C. Pipes is president and chief executive officer of the Pacific Research Institute, a San Francisco-based think tank founded in 1979. Prior to becoming president in 1991, she was assistant director of the Fraser Institute, based in Vancouver, Canada.
A Canadian residing in the United States, Ms. Pipes writes, speaks, and gives invited testimony at the national and state levels on key health-care issues facing America. Topics have included the false promise of a single-payer system as exists in Canada, pharmaceutical pricing, solving the problem of the uninsured, and strategies for consumer-driven health care. Over the past year she has participated in prominent debates and public forums, and has testified before five committees in the California legislature. She has appeared on CNNfn, “20/20,” Fox News, “The Today Show,” “Dateline,” “Politically Incorrect,” “The Dennis Miller Show,” and other prominent and popular television programs. Ms. Pipes has also participated in talk radio shows nationwide, and has written several dozen opinion pieces on the issue of drug importation.
Ms. Pipes addresses national and international audiences on health care, women’s issues, education, privatization, civil rights, and the economy. She has written regular columns for Chief Executive, Investor’s Business Daily, and the San Francisco Examiner. And her opinion pieces have appeared in the Washington Post, Financial Times of London, New York Times, Los Angeles Times, San Francisco Examiner, San Francisco Chronicle, Sacramento Bee, and Orange County Register. Ms. Pipes has held a variety of positions in both the private and public sectors. In British Columbia, the Ministry of Consumer and Corporate Affairs appointed her director and vice-chairman of the Financial Institutions Commission. She also served on the Vancouver City Planning Commission.
Ms. Pipes serves on the national advisory board of Capital Research Center, the board of advisors of the San Francisco Lawyers Chapter of the Federalist Society, the Advisory Board of the California Association of Scholars, and the State Policy Network president’s advisory council. She has served as a trustee of St. Luke’s Hospital Foundation in San Francisco, as a commissioner on California’s Commission on Transportation Investment (CTI), a board member of the Independent Women’s Forum, and as a governor of the Donner Canadian Foundation. She was a member of California Governor Arnold Schwarzenegger’s transition team in 2003-04.
She received the Roe Award at the 2004 annual meeting of State Policy Network. The award is a tribute to an individual in the state public policy movement who has a passion for liberty, a willingness to work for it, and noteworthy achievement in turning dreams into realities.

John R. Graham is Director, Health Care Studies at the Pacific Research Institute, a free-market think tank in San Francisco. He is the primary author of PRI’s series of monthly articles on national health reform, Health Policy Prescriptions, and of its Healthy California series.

Sean Parnell is a frequent contributor to Health Care News, a monthly public policy newspaper focusing on market-oriented health care policy. He has written on specialty hospitals, certificate of need, private sector alternatives to government-provided health care services, state Medicaid reform, and other topics. His primary interest is in how economic forces affect and influence the health care marketplace, and how government intrusions in the marketplace typically fail to address public policy problems and frequently make problems worse. Toby Rogers is President and COO of Rxaminer, a provider of pharmacy decision-support tools. Rxaminer's decision support tools and content are used by some of the largest payors in the United States including Medicare, large health plans, PBM's, and Fortune 100 employers. Mark Schiller is Associate Clinical Professor of Psychiatry at UCSF and has an active, insurance-free private practice in San Francisco and Marin County. He has been advocating for Health Savings Accounts and other market-oriented medical reforms for over ten years as Past President and current Board member of the Association of American Physicians and Surgeons, founder of the California Association of American Physicians and Surgeons, and co-founder of Independent Doctors of California. He holds a graduate level degree in economics, which he has applied as a health economist and policy analyst at the Pacific Research Institute, as Senior Fellow in Medical Studies. He has written extensively on issues affecting the health care system and his writings have appeared in such publications as the New York Times, Investor's Business Daily, Orange County Register, and California Banker. Ralph F. Weber was a contributor Rudy Giuliani’s healthcare plan. He has been a consultant to businesses and professionals on insurance, finance, taxes and employee benefits for over 12 years in both the US and Canada.
Ralph is the founder and owner of Route Three Inc., a Canadian group benefits design company and Route Three Life Health Disability Inc., a US corporation, which specializes in designing and marketing specialty insurance products and employer-sponsored health plans.
Born in Vancouver Canada, and raised in Thailand, Nepal and Canada, he holds the Certified Financial Planner designation as well as the Group Benefits Associate and Registered Employee Benefit Consultant designations.
Having lived in two countries with government medicine, Ralph has had many friends and relatives harmed by socialized programs. In Canada, Route Three developed products that supplement government programs, as well as products which allow for treatment outside of Canada.
